Sand or water in my basketball hoop system base?

I ordered a 54″ backboard sized basketball hoop. I bought 100 lb (pounds) of sand. I read articles about leaking and cracking with water or sand. I do not know if i should play it safe and put the 2 packets of sand on top of the base or just dump it all inside the base. What is the best? I think either way I get the same weight on the base if i just set the packet on top of the base instead of risking it and pouring it into the base.
